The office of the leading group for carbon peaking and carbon neutrality work in the city recently released the "Work Plan for Energy Conservation and Carbon Reduction of Civil Buildings in Beijing and the Green Development Plan for Civil Buildings during the '14th Five-Year Plan' period". According to the plan, by 2025, all newly-built residential buildings in the city will fully implement the green building standard of two stars or above. Newly-built public buildings will strive to fully implement the green building standard of two stars or above. Strive to complete the energy-saving and green renovation of 30 million square meters of public buildings. The cumulative scale of ultra-low energy consumption buildings promoted is expected to reach 5 million square meters. Basically complete the renovation task of urban old residential areas built before 2000 in the city that need renovation.

 

New buildings in the core area implement the three-star standard of green buildings.

 

For a long time, the city has actively promoted energy conservation in new buildings, green buildings and prefabricated buildings, ultra-low energy consumption buildings, renovation of existing buildings, and utilization of renewable energy in buildings.

 

Data from the Municipal Development and Reform Commission shows that by the end of 2020, a total of 760 million square meters of urban energy-saving civil buildings had been built, accounting for 79.6% of the total existing civil buildings, ranking first in the country in terms of proportion. A total of 125 million square meters of green buildings have been built. The proportion of new prefabricated buildings in new buildings has reached 40%. A total of 47.41 million square meters of buildings with solar hot water systems have been built and applied, and the application capacity of photovoltaic buildings is 610,000 kilowatts.

 

In the future, the city will add a number of high-star green buildings. According to the plan, new buildings in Beijing will implement the green building standard of one star or above. New government-invested and large public buildings will implement the green building standard of two stars or above. New public buildings in the sub-center of the city will implement the three-star standard of green buildings. New buildings in the core area will implement the three-star standard of green buildings.

 

At the same time, the city also encourages key areas such as the "Three Cities and One District", the National Demonstration Zone for Expanding Opening up of the Service Industry and the China (Beijing) Pilot Free Trade Zone, plain new cities, and the airport economic zone of Beijing Daxing International Airport to build green ecological demonstration zones and high-star green building projects. By 2025, all newly-built residential buildings will fully implement the green building standard of two stars or above. In addition, the city will also increase the proportion of prefabricated buildings. By 2025, the proportion of new prefabricated buildings in new buildings will reach 55%. Promote ultra-low energy consumption buildings. By 2025, the city's cumulative scale of promoting ultra-low energy consumption buildings is expected to reach 5 million square meters.

 

The sub-center of the city builds a "near-zero carbon emission demonstration zone".

 

The plan also proposes key tasks during the "14th Five-Year Plan" period, including a total of 30 tasks in six aspects: strengthening technological innovation-driven, optimizing and adjusting the energy structure, improving the green construction system, improving building quality, promoting the improvement of energy efficiency of existing buildings, and innovating governance models.

 

Among them, in terms of strengthening technological innovation-driven, it is clearly stated that regional demonstrations will be promoted. Promote the construction of a "near-zero carbon emission demonstration zone" in the sub-center of the city. Tongzhou District will pilot and promote carbon neutral demonstration projects. Promote key functional areas such as the sub-center of the city, the airport economic zone of Beijing Daxing International Airport, and the Future Science City to create green energy demonstration zones. Carry forward the carbon neutral heritage of the Winter Olympics and continuously promote the sustainable use of Winter Olympics venues.

 

The sub-center of the city will carry out demonstrations of ultra-low energy consumption buildings. By 2025, an additional 1 million square meters will be added. Explore ways to encourage other districts to support social investment in the construction of ultra-low energy consumption buildings through interest subsidies and other means. Ultra-low energy consumption buildings are also encouraged in the construction of commercial housing. Ultra-low energy consumption buildings are promoted in key areas and functional parks such as the "Three Cities and One District" and the airport economic zone.

 

The optimization and adjustment of the energy structure is the focus of energy conservation and carbon reduction. According to the plan, the city will increase the proportion of green electricity application and achieve a double reduction in the energy consumption intensity and carbon emission intensity of civil buildings. Through the adjustment of the heating energy structure and the renovation of the heat source and pipe network of the heating system, by 2025, the heating energy consumption per unit building area will decrease by about 10%, and the proportion of renewable energy heating area will reach more than 10%. Advocate the implementation of building-integrated photovoltaic and solar thermal systems for new buildings to achieve simultaneous design, construction, and use. Encourage the installation of solar photovoltaic systems on existing buildings in cities that meet the conditions.

 

New buildings fully implement fully decorated and delivered houses.

 

While new buildings are continuously improving in quality, how can old buildings be upgraded?

 

This plan clearly sets the goal of implementing the renovation of old residential areas - comprehensively promote the renovation of urban old residential areas and strive to basically complete the renovation task of urban old residential areas built before 2000 in the city that need renovation.

 

At the same time, combined with urban renewal, building function adjustment and upgrading, and renovation of old buildings, promote the energy-saving and green renovation of public buildings. By 2025, the city will strive to complete the energy-saving and green renovation of 30 million square meters of public buildings.

 

Not only the construction of the main building body, but also the decoration will be greener. The plan proposes that new buildings will fully implement fully decorated and delivered houses, and increase the application proportion of prefabricated decoration in affordable housing, commercial housing and public buildings.

 

For the energy conservation and carbon reduction of rural buildings, the city will also continuously promote the construction of earthquake-resistant and energy-saving rural houses, and accelerate the construction of green rural houses, prefabricated rural houses, and ultra-low energy consumption rural houses. Increase the application intensity of solar photovoltaic, solar thermal, etc., promote the pilot of zero-carbon rural houses, and strive to promote photovoltaic installed capacity of about 400,000 kilowatts in rural areas.

 

The Municipal Development and Reform Commission also said that the city will also study and formulate relevant supporting policies to promote and support the green development of civil buildings in the city, and comprehensively promote the completion of the task goals of energy conservation and carbon reduction of civil buildings.
